Speakers: Expert Panel
Jason Archer is the Vice-President of Business Development for the St. Louis Economic Development Partnership. His extensive experience spans three key areas – 13 years in economic development, 10 years in state legislation, and 15 years in manufacturing.
Archer began his career as an automotive assembler and progressed to a Financial Secretary role at United Auto Workers budgeting, distributing, reporting union dues, and negotiating contracts. In 2001, Archer became a Legislative Director at the Missouri Department of Economic Development (MODED) and served as a liaison between MODED and the Missouri General Assembly, and later became the Legislative Director for District 1 (south St. Louis County) in the Missouri State Senate.
He returned to MODED in 2009 as a Business and Industry Specialist for the automotive sector to lead the Automotive Jobs Task Force, which ultimately led to the passage of automotive manufacturer and supplier incentive programs in Missouri. Archer later transitioned to Project Manager where he coordinated Missouri state incentives for all industries.
In 2015, Archer joined the St. Louis Economic Development Partnership as an AVP of Business Development, assisting local companies in identifying and securing growth resources. In 2016, Archer became the VP of Business Development and co-leads business expansion, retention, and attraction efforts, including local, state, and federal incentive negotiations and external marketing for the St. Louis region. Since 2016, Archer has served on the Executive Committee to the St. Louis County Workforce Development Board, a public board that sets policy for the federal workforce training in St. Louis County. In 2019, Archer became Treasurer of the St. Louis County Workforce Investment Board, where he tracks outcomes from $4.9MM in federal financial assistance. In 2021, Archer became an Executive Board Member of the St. Louis County, MO NAACP.
Archer earned an MBA from Fontbonne University, and a B.S. in Entrepreneurial Management from Missouri State University.
Michelle Stuckey is Vice-President of Business Development for the St. Louis Economic Development Partnership.
She co-leads the Business Development Group and works with businesses to help connect them with the resources needed to expand and create jobs in St. Louis County and St. Louis City. She works closely with partner organizations such as the Missouri Department of Economic Development, Missouri Partnership, Greater STL, the St. Louis Development Corporation, Spire, and Ameren. She also works with the Industrial Development Authority of the City of St. Louis.
Stuckey has more than 25 years of economic development experience. She began her career at the Missouri Department of Economic Development administering real estate redevelopment programs, specifically the Brownfield Redevelopment Program and the State Tax Increment Financing Program. She joined the St. Louis Development Corporation in 2003 to work in business development for the City of St. Louis and manage the financing and loan portfolios. In 2013, she joined the St. Louis Economic Development Partnership to continue and expand her focus of business development and growth for the St. Louis region.
Stuckey earned two degrees from the University of Missouri – Columbia — Bachelor of Science in Business Administration with an emphasis in Finance and a Bachelor of Science in Business Administration with an emphasis in Real Estate. She earned an MBA from William Woods University. Stuckey is a certified Economic Development Finance Professional from the National Development Council.She is a board member for the St. Louis Small Business Empowerment Center (SBEC)and T-REX. The SBEC’s mission is to provide economic development services focused on urban entrepreneurs to help them sustain and grow their businesses and create wealth within their communities. T-REX is a non-profit innovation and entrepreneur development center in downtown St. Louis.
Darrell Scott joined the St. Louis Economic Development Partnership in 2021 as its Vice President of Business Finance and oversees the lending team. Scott directs his team in providing SBA 504 loans, EDA Cares revolving loans, and St. Louis County industrial revenue bond transactions.
Scott began his professional career working for a manufacturer of medical products as a regional credit and collections representative responsible for six states. Later, he was the marketing analyst for the company. After the parent company sold the division, his career shifted to commercial banking.
Scott has twenty years of commercial banking experience handling various lending needs for small and mid-size companies. His career includes working with community banks and large banks, including Deutsche Bank Financial Services, US Bank, Associated Bank, and BancorpSouth.
Scott serves on the North County Incorporated Board, Kirkwood-Des Peres Chamber Finance Committee, the Kirkwood Planning & Zoning Commission, and the St. Louis Boys & Girls Club Marketing Committee.
Scott earned a BA from Park University and an MBA from Fontbonne University.
The Scott family resides in Kirkwood with their three shelter cats. Interestingly, Darrell is allergic to cats! Scott is a native St. Louisan and enjoys hiking, cooking, the arts, and bad golf.
Steve Davis represents the City of St. Louis as the Strategic Partnership & Initiatives Manager for the St. Louis Development Corporation. In this role, Steve actively engages with businesses, communities, and stakeholders to advance equitable economic growth in the City of St. Louis.
Steve graduated from DePauw University in 2012 with a B.A. in Conflict Studies and expects to receive a Master’s in Business Administration degree from Webster University in the fall of 2022. Steve is also a graduate of Focus St. Louis Emerging Leaders 2020 cohort.
Prior to joining SLDC, Steve worked for Missouri’s Department of Economic Development as a Project Manager for the St. Louis region, serving as a concierge for local partners, businesses, and community members seeking access to state and federal resources.
Steve is a lifelong St. Louisan, dedicated to economic and social improvement in our community. During his personal time, he coaches youth for the First Tee of Greater St. Louis golf program. First Tee is a non-profit that teaches core values and healthy lifestyle habits to kids through the game of golf. Steve also serves on the board of the St. Louis Fashion Fund.
Kristi Franklin is a Senior Project Manager for St. Louis Regional Engagement. She works with companies and partners on business retention and expansion for the St. Louis area.
Franklin’s background is in economic development in hospitality & tourism.
Franklin earned an AAS in Hospitality Management & a BS in Management.
Bekah Segrist is a Project Manager for the Missouri Department of Economic Development (DED).
Segrist works on projects and collaborateswith partner organizations in St. Louis.
Segrist earned a Bachelor’s in Business and Economics.
Lincoln Stoll is a Business Development Executive for Ameren Missouri, working on business attraction and expansion/reinvestment of existing customers, and collaborating with internal and external stakeholders across the Ameren Missouri territory.
Stoll serves on the Board of Directors for the Jefferson County Economic Development Corporation and the Jefferson County Growth Association as a utility representative.
Stoll earned a Bachelor of Science from Southeast Missouri State University.
